Most likely, yes. IMO, I would rather not update for 15 days than implement sign in with apple.
It looks like they aren't requiring domain verification in this way anymore - but I'm also confused about this since the documentation hasn't updated to reflect the new UI.There is an apple-developer-domain-association.txt for email domain verification IIRC
FYI - this has changed and they removed the exclusive wording.
