I was finally able to get it to submit. Make sure to set the Pricing and Availability information even for free apps and then save and try to submit for review.

I am also getting the same error message:
An unexpected error was encountered when submitting for review. If the issue persists please contact us
I have tried everything:
Create a new build 4 times
Created an entirely new app and build
Update xCode and Rebuild
Changed settings, checked certs, profiles, keys -- everything and no luck
If you open up the inspector the response returned is:
{status: "500", code: "UNEXPECTED_ERROR", title: "An unexpected error occurred.",…}
