I'm also having the same issue as the OP, after some testers were deleted. 422 error in the browser console with message "API Response Error: TF_BETA_APP_REVIEW_RESPONSE" when attempting to add an external group. Builds in the TestFlight app cannot be installed / updated because "The requested app is not available or doesn't exist".
