May 2024, same issue. Submission is rejected because Data Collection is not changed. Cannot change the Data Collection because submission not accepted.

Dear Apple,
It seems you did not understand the problem we are all having. You are telling us "Your privacy responses just need to indicate at least one category where it tracks." but our new versions of the app don't track user data in ANY of the categories. We are trying to publish games that are stripped of all user data collection. There is an obvious and unresolved vicious circle -- submission rejected because privacy policy not changed, cannot change policy until submission accepted.
