Here is a solution that worked for me. (hover over negative symbol will not show when only tvOS or Mac OS is enable, you should add both)
Add MacOS app (in your case), and the negative symbol hover will appear both in the tvOS and MacOS.
2.You have to open another browser tab showing the same page.
3.Click negative symbol by hovering over the right side of tvOS "Prepare for submission" where the delete(negative icon) will appear. A confirmatory prompt will appear.
On the other tab, do the same, this time with the MacOS "Prepare for submission". A confirmatory prompt will also appear.
Within 2 seconds(ALSO simultaneously) , confirm both prompts. This should remove both tvOS and Mac OS "Prepare for submission"
Note: If you click too late, only one will be removed and you have to do the whole process from #1 again.
