Thank you, joe9000! I let it sit overnight, and this morning it was still not fetching the record. I restarted my MacBook without rebuilding the archive. This worked, and I was able to validate and upload.
Yesterday it was intermittent for me. After several hours of it not working, I was able to get one archive uploaded after trying a few times. Then it refused to fetch records again until this morning's restart.
