This is my situation right now. First time I submit an app on the App Store.
I have the exact same issue !
My app has been rejected but still under review when going to App Review. So, I can't view why it has been rejected. :/
It seems to be fixed for me without doing anything. Downloading some simulators before It shows me nothing...
