to anyone stumbling upon this scenario in the future, you have to reach out to Apple customer via App Store Connect and they will handle it for you (on the backend). Must be an edge case, as most single-founder devs usually upload "side projects" under their personal name.

Yea, you asked if it would be forbidden by Apple, not if Apple thought it would impact the user experience.
I guess it's really up to each developer to submit their app and hope for the best upon review.
