If you are using the standard Apple Terms of Use (EULA), you will need to include a link to the Terms of Use in your App Description. If you are using a custom EULA, add it in App Store Connect.
-Sign in to AppStoreConnect.apple.com
-Select "My Apps"
-Select the "App Store" tab
-Select the version of your app on the left column under the "iOS APP" heading
-Edit the Description, putting in this link "Terms of Use: https://www.apple.com/legal/internet-services/itunes/dev/stdeula/" in the end.
2 – A functional link to the privacy policy.
You need to add a Web link or URL to your privacy policy.
Generate one here: privacypolicytemplate.net
Add the html to your website e.g URL-> yourwebsite.co/privacypolicy/
-Sign in to AppStoreConnect.apple.com
-Select "My Apps"
-Select the "App Store" tab
-Select the version of your app on the left column under the "iOS APP" heading
-Select General->App Privacy:
Under Privacy Policy ->Privacy Policy URL: Enter your URL https://www.yourwebsite.co/privacypolicy/

Sounds like a misunderstanding. They can take up to 48hrs to reply. If you're confident you're not using 3rd party payment, you should be fine to Resubmit the App and get back in the queue. NB: Check your Xcode logs to see if can spot odd connections. Make sure you test IAP with TestFlight.
