Sent email to Tim himself, developer support, sale support with no success. All the ways ends to the regional developer support and they don't even try to answer the emails. It's the most wired case that I have seen!

I have the same Issue, have tried multiple times with different debit cards but all of orders cancels and I couldn't pay for App-store developer membership fee.
Is there any working solution to fix the issue?
It's more than 1 month that I sucked with this issue and I have a deadline to release an app on apple. Calling Apple support doesn't help, I have called 5 times and talked with specialists, they just listen my issue and say that they couldn't follow it up since it's related to the Developer department! The only way to contact developer department is via email and sending email to them is useless too. Because they just respond with a copy-paste format and ask you if you had any previous purchases from Apple products. Even providing previous purchases with the same card doesn't help because they don't follow up the issue!!!!
Even this solution doesn't help, It's over one month I'm trying to pay 3 different cards from different banks but all of them cancels instantly. I have bought apps and song with that cards, So they are working fine with Apple but according to my banks, they confirmed that Apple even didn't try to charge my account for developer fee!!! So the process cancels instantly.
I don't know how in the earth we are facing with this issue all around the world and nobody from apple doesn't following up the issue!!!
I have the same issue, tried to pay with different credit card, different Apple IDs. Tried to pay via Safari (Cleared cache), Also tried to pay with my iPhone but no success!
Contacting apple support is waist of time! Only they respond with the same fix template and then ignoring to follow up my issue.
I'm wondering how is it possible that Apple doesn't follow up and fix this issue?
