Actually, I'm trying to build an iOS app for research purposes with the help of which tester can capture and inspect the network traffic(HTTP request and response) generated by the app in the iOS device. So, for that, I want to know is Packet Tunnel capability is enough or I have to enable App Proxy too?And can I create a local VPN on a user device so that data remain in the user's device without any involvement of a remote server?

MDM CSR is not visible in my developer account. I need it to for AppProxy capability for development purpose. Do I need to write a mail it for too?
In theory, I'm sure you could point a VPN at a local addressBut To create a VPN we have to provide server's address. So what will be the server address here?
