Although this is not the appropriate forum, as a developer I have seen this behaviour in Safari, I reported it later switching to Chrome, then most recently on macOS 12.3 with Xcode 13.3.1 in the middle of editing a source file in a particular tab the focus will automatically switch to another tab while typing. I will monitor this and if the same occurs with the new macOS 12.4 and Xcode 13.4 I will raise a new defect on Feedback Assistant if it does.
You already have python on your system as python3.
Xcode 13.2.1 is final release for Big Sur.
Mark this crap as spam, it's time Apple does something about this nonsense. They can easily tie forum access into a paid developer membership and for students just limit them. So spammers like this will have think twice about this nonsense. Spamming should be recognized as a mental health issue.

Your best bet is to perform a ping and measure the response.
Once Apple fixes the API then the CIDER GitHub project will be have no other choice than to comply with the rules.
