I’m a 12 year old developer, but I’ve been working on multiple Apple apps. I wanted to start getting the Beta versions of Xcode and use other tools but I can’t, because I’m only 12. Why does Apple do this?

Title says most, I create a new Xcode project, it “beach balls” and won’t respond and doesn’t even create the project. I’m on Catalina with the Xcode 12 beta. Anyone having the same problem?
