Hello, I am a developer from Russia.
For 10 years I paid $99 for using the AppStore with the Payoneer debet card and received my payments on this card too.
Now Payoneer has been closed in Russia, I connected a card of VTB24 bank, the money was withdrawn, but returned a week later with reason - BENEFICIARY BANK: UNABLE TO APPLY.
How can I pay $ 99?
Is it an issue on my bank side or on your side?
