Hi Everyone I am from India and I faced the same issue. You should first confirm with your bank and make sure international payments are enabled. Make sure you are using a credit card and not a debit. The name on the card and the name on the account should match. Call Apple Developer support and check the status of the account. They will send you a link to upload ID Proofs. Send you passport, aadhar and license. Make sure the name on the ID Proofs and name on card should match. They will verify the details and you should be getting account access in next 7 days. I got my individual developer account. I am applying for Organization Account later this year.

You have tough luck bro. They will not let you have the account. It seems like you need a US credit card for purchasing Apple Developer Individual Account. If you have any relatives or good friends in USA, ask them to apply for the account and pay them that amount. That is the only way I have found till date. I am however going to incorporate a company and try to get a developer account. If it happens I will just transfer my app to my new account. I am assuming it is only with Individual Developer Accounts and not organization Account. Apple has extra steps for everything... Duh...!!!

This is always the case. I have already tried this twice. I called apple developer support and they have requested for govt identification. Now waiting for it approval. It is so frustrating because of all the time and money spent developing the application only to not get one.
