Location icon always on in status bar

Have you tried to turn it off and on again, shut down those 2 devices and check if the problem still happend?

I have noticed it too. I thought it was because I got the new AirPods, but now that I read this it's not. The "Find my iPhone" under the "Privacy -> Location Services -> System Services" is always purple.

After a series of reboots and turning off locations services, I have found that the only thing that stops it (and the battery drain) is turning off the "Find my iPhone" feature.
