iCloud Photo Library Constantly Uploading

I have 4,982 Photos and 397 Videos in my icloud photo library. When I opened Photos app in Beta 2, it would start uploading the entirety of the library, despite the fact that iCloud.com confirmed they were already all there. In Beta 3, it is still doing the same thing. To make it worse, if the screen locks, or I leave the app, it will start the process over again. While my iPhone and iCloud libraries show in sync, my iPad also running iOS 11 shows a different count. Anyone else having this issue? I have filed a bug report already

I had several issues with 17000 Photos in beta 1 and 2, in the end, I turned off syncing everywhere then deleted all photo's from my Mac, iPad and iPhone, then I spent some time removing duplicates and unwanted photo's from iCloud, then turned on syncing again without downloading originals to my devices.

After I checked everything was in sync over my devices I then turned on download originals on one device at a time.

I wasn't that worried about anything happening to my Photo's as I had My Photo library backed up on TimeMachine.

It’s Just horrible that a beta can ***** something up this bad. I don’t have any duplicates, just a constant uploading state for my phone, and my iPad not shoeing the same number of photos as what iPhone and iCloud show.

Nothing surprises me too much really, it is a beta after all, that's one of the reasons I made a few backups of things like my Photo Library, I wasn't expecting to have the issues I had, but I wasn't overly surprised LOL

same issue

I had the same issue. I kept thinking with each beta, it would get fixed. I finally fixed my issue. For some reason background app refresh was turned off. I probably did that at some point to save battery life. However, once I turned it back on, the next day, my photos uploaded and downloaded all 115,00. I'd be curious to know if your background app refresh is off as well.

I have a different version of this problem. I use iCloud to sync photos between 2 phones, a MacBook and a Windows desktop. Recently I've been transferring via a cable connection astronomy photos taken by the NightCap app to my desktop for stacking & editing. Twice in the past month a LOT of photos including some from before I had an iPhone have appeared on the phone. This fills up my iCloud storage and it is a pain to delete them.

I'm guessing the problem is related to transferring photos from the phone to the desktop. How do I prevent the reverse transfer to the phone?
