Do I have to resubmit after replying to the app review? Or should I just send the message and click "Add to View," or do I just have to wait? Because now it shows "Ready for Review" after clicking the "Add to View" button.

Usually, you have not to resubmit, unless you have changed code to take comments into account.
This has previously caused me confusion as the page does not confidently indicate that the review will now resume - but I am assured that it will do so, and you don't have to resubmit to make that happen.
