I really don't understand what kind of cyber crap CloudKit is! In macOS, CloudKit basically doesn’t work properly

I've just confirmed that the "Act As iCloud Account…" feature in CloudKit Console works for me.

You can verify if the account you would "act as" is valid by logging out and then logging in with the account. If the log-in succeeds, I’d suggest that you file a feedback report for the CloudKit Console folks to investigate.
