Can't create developer account

I'm trying to create my developer account for my organization This is what happened to me

  1. I registered through the web interface - I passed verification through a phone call.
  2. At the payment stage, after 3 attempts, I failed to make the payment without explanation for any reason, I filled out the form and waited 48 hours, but nothing happened
  3. I contacted support - I was advised to change the type of registration to the mobile application in order to make a payment through Apple Pay, I gave my consent and waited
  4. I went through re-registration (1 step only because I had to provide a photo of the physical person's documents) - after which I received a message that the application is being considered
  5. 3 months have passed since that moment - and my appeals to support do not solve anything, they stopped answering me, the last one was 10 days ago

Tell me how to act - because I have a planned release and I still can't register an account, and the support does not provide any clear explanation or template response - which shows that no one reads what I write, and as a result of complete ignoring for 10 days, I am already waiting for a response and nothing

That's awful. I've been on the same series of events, and only a week after had payed them and already getting worried. I've paid with Paypal, so im considering reporting the transaction and ask for a refund.
