App Reviewer wants to remove our app without specific reason

We've been trying for weeks to upload a version without any features to the App Store that have been normally on Google Play for years. The problem is that the person claiming to be 5.1.2 article from the Apple terms responded with sentences and text that do not exist there. The reason for rejecting the application is not related to the application in any way.

Can someone from the Apple team answer whether surveys are legal on the App Store only for selected companies or where is the justice here?

Below are screenshots of the conversion that has been going on for weeks.

Question asked by reviewer is very precise. Does your app

encourage users to perform digital tasks in exchange for compensation, watch ads and/or perform other marketing-oriented tasks,

If so, that's what you have to address. Relasing a new update every week does not matter here.

The fact that you estimate that other apps are doin it is not an argument. First you may not know all the details about those apps, second, they may fail another time.

But you should focus on your app, not look into others dishes.

So since when are "paid surveys" illegal on the App Store? Why do other US companies have exemptions and others can't?

Additionally, you can compare 5.1.2 with what the person wrote, there is no words about "marketing-oriented tasks", "watch ads", "digital tasks".

There's no doubt that the reviewer made that sentence up.
