Duplicated entries in developer.apple.com/account/resources/certificates/list

"Certificates, Identifiers & Profiles" have two "Developer ID Installer" certificates, two "Development" certificates and two "Mac Installer Distribution" certificates.

Is it a problem ?

Multiple code-signing certificates are not a problem in general, you do have to be careful with Developer ID. See The Care and Feeding of Developer ID for more on this.

Another non-obvious here is the presence of managed certificates. For example, I have two separate Apple Distribution certificates, one whose type is “Distribution” and another whose type is “Distribution Managed”. This definitely isn’t a problem. The latter is used by Cloud Signing.

Have you checked the dates of the certificates ? Is one of the duplicates greyed out ?

IMHO, it should be no problem (unless you have another underlying problem in the system configuration). Only the valid one is used.
