Problems transferring the account holder role

I would like to transfer the account holder to myself and have already proceeded as described here: https://developer.apple.com/help/account/manage-your-team/transfer-the-account-holder-role/

I have verified my identity. However, on the website I only have the option of rejecting the request or reading more information. Does anyone know the problem or how I can solve it?

I'm experiencing the same issue as well. Have tried to get the account holder to cancel the transfer request and re-request. Logged in and out of the Developer App to confirm that I can't re-verify my identity there. but it still has the same message in my developer portal. Has anybody identified the problem or come up with a solution to this?

We have the same issue, exactly as described. We tried other suggestions on this forum, but without success. We tried:

  • access with incognito browser, or another browser
  • access with ad blocker disabled (they said that the new agreement would appear in a pop-up, and might be blocked)
  • removed all old test devices on the account (I don't see any connection, but who knows)
  • add the "accepting" user to new team, in order to be able to "switch" the team from top right corner, that would trigger the accepting agreement display

Nothing worked.

We also opened a ticket at Apple but we got no reply. We found no way to directly call some real person on developer support in our country.

If the initial user who reported this managed to solve the issue, I would kindly ask to update the thread.

Having the same issue. I have also done some testing to try finding a workaound for the issue.

It seems from my finding that the problems are related to the account you are trying to transfer to.

I tested withdrawing the Account Holder Transfer request for Useraccount "a" and then make a new one to Useraccunt "b" for testing. For useraccount "b" I was able to get the "Review Agreement" option instead of "Reject" and "Learn More".

I then tried to remove the account I was having issues with (Useraccount "a") from Users in the Developer account, re-invite the user and then again make a new Account Holder Transfer request. The problem prevailed, and this did not solve the issue.

Based on this it seems to be related to some state or data related to the useraccount that prevents it from working as it should. I don't know what differences between the accounts could cause this problem. Both accounts had the same role and permission on the Developer Account User's list.
