Paid for Apple Developer but still not active post 30 days now!

I paid for the Apple Developers account on 6th Feb from India. I have the confirmation email as well and the bank account is debited. But I am still not active on the developers program. It still shows I will get a confirmation email in 48 hours. Ay solution?
