Can not upload additional documents for enrolling development program.

I've started enrolment Apple Developer program for my company and faced with the problem of uploading requested documents. I've received email with request to provide additional documents via the link https://developer.apple.com/contact/file-upload/ But I receive error if I follow the link so I can not continue enrolling process

Error is

Sorry, you don’t have access. Your account isn’t authorized to upload files. To sign in with a different Apple ID,

Did you solve this problem? I have been waiting for an answer from the support for a week and don't know how to solve this issue myself
