Screen Time API (Family Controls) not available on Apple Developer Enterprise Program?

Hello,

I am trying to build a small iOS application that makes use of the Screen Time API showcased at WWDC2022 (https://developer.apple.com/videos/play/wwdc2022/110336/). I set up the code example, and tried adding Family Controls from the list of capabilities, however I am getting the following error messages:

The capability associated with "FAMILY_CONTROLS" could not be determined. Please file a bug report at https://feedbackassistant.apple.com and include the Update Signing report from the Report navigator.

Enterprise development teams, including "<redacted>", do not support the Family Controls capability.

  1. Does this mean the only way to get to test/use this API is by having a personal Apple Developer Program membership?
  2. There is no company of more than one person (i.e. enterprise) who is developing applications using this framework?
  3. How can I test building an application that uses family controls without purchasing a personal Apple Developer Program membership?

I wouldn't be surprised if they handcuff you and make you purchase a personal Apple Developer Program... I'm also running into this problem and I'm trying to see if purchasing the program fixes it for me.
