Is your new iPhone 13 enrolled in the Developer Program? (Is it in your list of devices on the Developer site?)
If it's on iOS 16.x, update it to the 17.0 beta 4 first, then try again.

I managed to solve! Let me explain what I did and the problems I had at first: First I started the new Iphone as a new iphone, and I updated to IOS 17 Beta 4, so the new iphone got the IOS beta 4 system. After that I did a restart and tried twice to make the automatic transfer, which is when you place an iphone close to the other, but it didn´t work, almost at the end of the transfer, the two iphones are next to each other and the transfer fails, this means that there is a BUG to be solved in IOS BETA 4 After that, I made a backup for the Icloud from the old Iphone and performed a restart on the new Iphone and started the installation from the icloud backup, then it worked.
