App store review team keeps getting their devices blocked

We are in app store review hell. The current iOS platform is 11 versions behind. Every time it gets to the app store review 2 things either happen.

1. They don't tap the 'dev' environment given by clear instructions and video.
2. They exhaust the SMS login limit by trying to login over 15 times in 2 minutes, getting the device blocked.

So we get 'reset'

Not sure what to do now, this is extremely annoying.
