I am from Kazakhstan. I want open developer account but system write error: Your enrollment in the Apple Developer Program could not be completed at this time. Has anyone been able to solve this problem?

Yes, I have the same problem. In Developer app I see only «Enrollment through the Apple Developer app is not available for this Apple ID» (its ID registered in Kazakhstan). On the website I fill out form, but after complete nothing happen.
