Is it normal to be left waiting in silence when joining the Developers Program?

Was billed $99 instantly when enrolling last week. Then silence for two days. Then was asked for proof of ID which I provided. Since then. Nothing.

No communication: all support emails just ignored. Call center agent was clueless & tried to refer me back to the website. After insisting was transferred then just dropped after 20 minutes.

Furthermore, order link in the invoice email is broken. The developer account has a link that says PENDING but then still has a link to make the purchase again (it shouldn't display anymore). Just so unprofessional.

All the while, I have a client whom I've promised to deliver an app to. I don't know what to tell them anymore.

Is this normal? Should it take so long to process the enrollment? Is there anything I can do? I'm getting desperate and feel so angry about this experience.

Clicking on the Developer program tag reveals that this is unfortunately normal! My goodness, the situation is bad! How can Apple get away with what is essentially theft? There are countless (recent) posts saying exactly the same thing: people pay $99 and then just get sidelined! WHAT THE HELL APPLE? No, this is wrong. We need to get together and take legal action!
