I am going to submit a new app on the Appstore. I would like to submit for Iphone only first, and later, Ipad also (I have to fix some bugs first). Is it possible to do so ?

Yes, this is possible, and quite common.
Submit for iPhone only.
Later, you can add iPad.

Typically, you would do this in Xcode, not App Store Connect.
Just create an app that targets iPhone only.
