App Store Server Notifications 2.0+ can not receive refund notifications for non-renewable subscriptions

I receive notifications for version 2.0 and process the notification type of REFUND, but I only receive refunds for automatic subscriptions, no non-automatic subscriptions and no refunds for consumables and non-consumables

Can you tell me why ？

not specific user(s) notification, the refund notification of v2 written on Apple documents supports auto-renewal and non-auto-renewal, but I only receive the automatic renewal notification, and the non-automatic renewal does not receive it

Let's say I buy a non-renewal product, and I should receive a refund notification for my refund, right?
