It may depend how the reviewer formulated its rejection:
But submitting a new build that does not address the questions raised, in the hope that another reviewer will accept the submission, is a risk : review team may think you are trying to cheat the system by going to another reviewer. And that may even be a cause of account suspension…
So I prefer to play the game and reply to the reviewer.
