ive had this app under review since the decemeber 16th. ive called multiple times to get it expedited and a reason why.
ive made the changes you asked for such as a report, and block button and terms and agreeemnt and privacy policy.

Ok so i had a duplicate submission on another dev account and got flagged for spam
so i deleted the duplicate version and resubmitted,

Ok so i received another notice saying im violation the spam policy
i deleted the duplicate submission, im not sure what the problem is now.
maybe they didnt see the duplicate was deleted
i replied back on the app store connect site clarifying

my developer has been making changes and resubmitting daily. We have been getting daily feedback. we will submit monday night, get rejected Tuesday morning, resubmit Tuesday afternoon and get rejected tuesday night. all with different changes. so the review times are really quick
we had another rejection last night and we just resubmitted. so it is currently under review again
i think it should be up soon, the changes are very minor
