  • Who are the target audiences of your app?
  • Is your app for business use?

Why are these two questions relevant? Am I being penalized by creating a business focused app? Children/cartoons/advertising/etc... are not involved in anyway.

Why are these two questions relevant?

Hard to tell as you say nothing about your app.

May be they think the app may have a too small audience, not suited for the general appStore ?

So, just answer the questions, that may solve the problem.

If not enough, unlistedApp may be an answer: https://developer.apple.com/support/unlisted-app-distribution

Before, ask the reviewer if unlisted app would solve the problem.
