quickly repeating cold launch app that includes all the system app may crash

We noticed an strange issue related to the iOS system. On iOS 15/16, we can reproduce the crash issue using the following steps.

Steps to reproduce:

1. click any app(also including the system app) icon, cold launch the app
2. kill the app at once
3. cold launch the app at once( this step may crash with no app crash report generated)

Expect apple can notice the issue and fix it.
