Apple Store Won't Download Xcode Version 13.4.1

I have a Mac Studio with Xcode version 13.3.1 installed on OSX Monterey 12.5.1.

I am attempting to install an app on an iPhone 12 mini with iOS 15.6.1.

Apparently I need Xcode 13.4.1 to accomplish this.

The App Store only provides an "Open" button for Xcode 13.4.1. It will not download and update for me.

How should I get Xcode 13.4.1, which apparently has the appropriate IOS 15.6.1 configs?

If there is an Open button shown, that usually means that the version of that app is already downloaded.

It might not be stored in Applications.

What Xcode version do you get when you tap Open?

I get Xcode 13.3.1. For some reason the App Store does not recognize that don't have I have an earlier version of Xcode.

This is true when I restart my computer as well.

In each case, I confirm that I have quit from Xcode before hitting "open" in the App Store.

Nor can I find any other version of Xcode doing a Finder Search.
