I am tired of this. I contacted the apple supporter and they gave me link that south Korea support service and I called them he saw my problem. Eventually he couldn't solve my problem and said me this is his first time to see this error because they only provide service for technical and apple Id that kinda issues. Please tell me who is gonna answer to this one? I have completed App but need paid account to publish it. I looked for this bug from net and updated my payment method sill same problem. What should I do?

"Chris" is a chatbot who is "happy to help" by repeating fragments of your original message back to you, posting links to FAQs, etc. You need to find the magic words that will connect you with an actual human. Try things like "escalate", "human", "complaint", "xyzzy" etc.

Did anyone get the solution ?

As in 2024 I am also facing this error in India and its already 2 months connecting with every support of apple with no luck.

I am not option to enroll from web and in App I am getting this error which is completely ridiculous.
