Hello everyone !

I am a bit confused about the account deletion requirement. It says for all "This requirement was set to apply to all app submissions by January 31, 2022" does this including existing apps for the App Store that must update or is it only for new applications?

AFAIU, all submissions include update of existing apps. That is how it usually works on AppStore.
