My app got rejected saying Regarding 5.4, Legal - VPN Apps. The app is essentially not an vpn enabler app. It had vpn written at one place in the code for a quicklink to another website. On asking for clarification got this message back

It seems to me that all you need to do is submit the Review version again. It should go through, because the person doing the Review will have an overview of your answer.
