Hello I'm uploading my app to appstore connect, but it fails with the following Error.
`Distribution failed with error: App Store Connect Operation Error
We’ve received too many API requests for this API key in the past 60 seconds. Please wait and try again. With error code RATE_LIMIT_EXCEEDED for id (null)

This is my first upload after updating Xcode to 13.3.1
Same error here. Also, the Xcode version is the same.
Assuming from your name, you must be uploading from Japan, as I am.
Also for myself the same error with xCode 13.2.1
I see the same error. App Store Connect is once again unreliable and shaky... :-(

Having the same issue, but downloaded the (apple) Transporter app from the app store, which works fine at the moment. On the screenshot above, you need to click export in order to get the .ipa file to use in Transporter.
Also having the same issue all morning in Cyprus!!!
