Vendors are reporting that my app downloaded via an iOS promo code does not allow them to also download my app from the MAC App Store. Even though they have the iOS app on their iPhone and iPad, the MAC App Store is asking them to pay.

How can I create a promo code for the MAC App Store? My app is a Universal iOS app, and I only want it to work with Silicon Macs. I need to allow reviewers to download my app for free, as it's expensive, $29.99.
