User unable to redeem offer code

Hi, One of our users had a monthly subscription** that expired on March 26. Today on April 5th he tried to redeem a 1-month free trial for the monthly subscription using an offer code for new and expired subscribers. However, he received a message saying" You're not eligible for this offer".

** Includes a 14-day free trial.

Any idea why he wasn't able to redeem the offer?

If Offer code is configured to allow new and expired subscribers and they are fully lapsed (expires date < today date) then only other disqualifier I can think of would be if they already redeemed an offer code for this "offer" campaign (offer reference name). Thank you for your response, per my understanding the "You're not eligible for this offer" is displayed after the user has entered the payment details. The user was kind enough to share the screenshots with me. Also included the subscription details to confirm that the previous monthly subscription had expired.
