Refund abuse

I manage a dating app and people have to buy a premium membership to contact other members. Unfortunately we recently have some issues with scam and fraud. Those profiles buy a premium membership through Appstore and try to scam other users.

All of those paid memberships are refunded. So the scammers either found a way to trick Apple in always refunding the premium membership or they use stolen credit cards. All refunds we have come from the US.

Is there anything we can do about it from our side?

As soon as the transaction is marked as refunded, we stop giving scammers access to our community. We already implemented things like banning their devices, but it didn't help.
