App Store Connect requires invited users to not have apple id

I'm trying to add a new user to an App Store Connect organization account (I have admin privileges) but the validation tells me that I cannot do it, because this user already has Apple ID - "Enter an email address that has never been associated with an Apple ID.". It happens for two different organizations but only for one email address / apple id (another one works fine).

I assume it's just a bad validation message and there is something wrong with the Apple ID, but there is no way of knowing what it might be.

Is it possible that the email address that is showing as an existing Apple ID really is an existing Apple ID?

Perhaps the Apple ID was created via a previous attempt, or it was created some time ago (note the "...never been associated..." requirement).

To confirm, you could test if it is possible to log in using that email as an Apple ID.

The problematic account had been used in another organization as a tester. After removing it from there, I could successfully add it to my organization. This solves it for me, I guess, but the issue is still valid:

  • the error message is misleading
  • it should be possible to add an Apple ID to multiple organizations

@robnotyou it is an Apple ID, but that should not be an issue. I'm adding existing Apple ID's without any problems, usually (and I don't think it would be wise from Apple to prohibit that).
