iPhone is busy: Making Apple Watch ready for development

Since I upgraded to iOS 15, watchOS 8 and Xcode 13, after I turned off and on my Mac, every first time I want to launch an app from Xcode to my iPhone appear this message (even if I'm not developing for watchOS):

iPhone is busy: Making Apple Watch ready for development

The Mac stays stuck on it for at least 20 minutes.

The only solution I found (until now) is to switch off WiFi on my Watch.

Is there a better solution?

I've been running into this issue as well. Filed a radar (FB9798218).

I had the same problem! iphone tries to activate my apple watch 1 to no avail and they both download in half a day! How can I solve this problem? This prevents me from testing the apps in progress on XCODE because iphone is stale.

have to keep my Apple Watch turned off. its basically off all the time now. I think ill sell it.

Been having this issue for weeks, it did go away for a little while, but it's back again. Sometimes I feel like you're punished for delving too deep into Apple's ecosystem.

turn off your Apple Watch. Then re-connect your iPhone. This is only one thing that helped me. I hope Apple will fix it...

What a frustrating and ridiculous problem! it seems like apple is one of the worst companies when it comes to not giving a damn about what they break with their dubious updates an wildly inconsideration about how much grief it causes developers.

Same her, new watch series 7 with latest update and xcode Version 13.0 (13A233)... please fix it

Similar issue. MacOS 12.1 Monterey. Xcode Version 13.2.1 (13C100). iPhone 13 Pro Max running iOS 15.2, and Series 6 Apple Nike Watch running WatchOS version 8.3 (19555). From $flutter doctor -v ... the only thing that is not pristine is the one similar error message that others directly using Xcode get:

! Error: Rob's iPhone is busy: preparing the watch for development via Rob's iPhone. Xcode will continue when Rob's iPhone is finished. (code -10)

Same problem, is very annoying! I tried unpair and pair my watch and WiFi out and Airplane on, but did not work. Bluetooth out on iPhone worked for me.

When does Apple plans to solve this issue?

I can't believe we still have to fight this crap. For me it stays that way but after around 30 seconds the app start running on iPhone.

This issue needs to be solved quick. Can't run my iPhone app at all because of this stupid message. It's not even an Apple Watch app! Tried restarting Xcode, the iPhone & the watch. Nothing is working.
