I enrolled in developer account. But still its not activated. its just display purchase enrollment or complete enrollment on the account dashboard. Please help

Hi. It will take 2-4 business days before Apple activates your Developer Account. They will send you an activation link, where you'd have to upload your government ID proof, and then only your account shall be activated.
