Adding developer account to Visual Studio - Need Help

I am unable to successfully add my Apple developer account to Visual Studio 2019.

In Visual Studio under Tools->Options->Xamarin->Apple Accounts I add my account and get the following error:

There was an error while trying to log in: An active membership to the Apple Developer Program is required.

I logged into the Apple Developer site and it says I'm a App manager.

I'm unsure how to check if my account is active or something else is going on.

I was able to add my account yesterday and then our admin change some things to try to enable me to be able to side load my iphone.

I am also having a similar issue adding an Apple Developer Account to VS19 for Mac. I go through user/pass authentication fine (I've tested a bad password, and the error message is different), and then I seem to make it through MFA. VS throws an error:

Failed to synchronize ****@****.com account with Apple Developer Portal
Your session has expired. Please log in.
Your session has expired. Please log in.

I have verified that I am an App Manager and can create certificates, profiles, devices, etc.

I have also created, built and debugged a "Hello World" application in XCode, though I did not pair it to a device.

Any clues would be greatly appreciated.

This happened to me again yesterday (26 Apr 2020) with VS for Mac. I tried a few things including restarting my machine and couldn't connect and was getting the failed to sync error popup... I tried again this morning to add account and it didn't work. Heres what i did that worked for me.

I closed VS for Mac and then deleted the IOS project obj/bin folders. I then disconnected my physical iphone from my mac. Started VS for Mac and then plugged in my iphone. I then went through the process again clicking Visual Studio/Preferences/Apple Developer Accounts/Add Account and it finally worked this time after several tries before doing this.
