Just installed Monterey beta 3 on my 2019 MBP 16”. I’ve been using FaceTime 3x per week for 15 months now and fully understand how it works. Upon receiving the first FT call following install of Monterey beta 3, my MBP no longer allows me to go into full screen mode. I can enlarge the screen but only to about 90% of full screen size, with borders on all four sides, corresponding to the upper task bar, bottom app bar, and sides approximately the same size. The menu for Full Screen mode is there, but it does nothing. Is this a bug, or a new feature?
No Full Screen in FaceTime for Monterey
More info. FaceTime in Monterey (now Beta 4) is absolutely maddening. Not only does the Full Screen menu option not work, but now the maximize/minimize buttons don't work either. There is a right click Zoom option, which goes to "sorta full screen" but not true full screen. I don't know what they are doing with the application, but is simply is not working as expected and the usual options are there but non-functional. There is something weird going on. I thought it was something about the 2019 16" MBP, but I've replicated the problem on a second computer - a 2019 iMac 5K. This is definitely a bug.
I'm also having this problem! It makes no sense for them to remove the fullscreen option and I hope they bring it back soon. It's so distracting to have everything else on my screen still visible when I'm trying to pay attention to the person I'm FaceTiming. They need to bring back true fullscreen with black background.
I am also having this problem in the full release of Monterey. 11.01 In addition to the full screen not working I have noted the following:

When I use Applescript to "Fit To Screen" in a shortcut, it will work for the FaceTime window ONLY when the program is activated but NOT connected on a call. When it is actually connected on a call, the shortcut will not change the screen.

When I am calling into a Monterey OS M1 Mac Mini with FaceTime and iOS 15.1.1 , strange things happen to the screen size on the Mac mini based on the orientation of the iPhone 12. If I start with FaceTime at the maximum size and I answer the iPhone in landscape, the size remains. As soon as I turn the phone to view in Portrait, the FaceTime window on the Mac remains at the max height, but slims to about 1/3 of the screen. (Seems normal, but there is more.) When I switch back the iPhone to Landscape, the window on the Mac Mini keeps the "portrait width" of about 1/3 of the screen and squashes the window down to match the spec ration of the iPhone. Now the window is about 1/8 of the total Mac Mini screen. When I switch back to hold the phone in portrait orientation it keeps the width and only grows back to a very small portrait window. Nothing ever gets back to even close to max height or width.
In addition, the Full Screen menu item on the Mac Mini is always dimmed and unavailable any time, whether a call is active or not.
Brand new Mac mini (M1, 2020) running MacOS Monterey Version 12.2.1. And yes, Screen Sharing is broken and will not enter Full Screen. It's certainly not the only problem on this OS. You cannot upgrade your way out of Monterey flakiness. :(
Turn off 'Always on top' and you can enter full screen mode.
