Apple Developer App

Hi all, I have two Apple IDs - one is personal and is linked with my iPhone and MacBook. The other is the official Apple ID of my company. I want to enroll in Apple Developer Program through Apple Developer App. When I sign into the apple developer app with my personal Apple ID, it allows me the option to enroll. But with my official Apple ID, it says that "Enrollment through the Apple Developer app is not available for this Apple ID." Why this is so and how can I resolve this?
